Team Leader / Economist and Institutional Specialist

We are currently dealing with a client who has recently won a proposal for a water related project and are looking for a Team Leader / Economist and Institutional Specialist. The economist and institutional development specialist (Team Leader) will be responsible for coordinating inputs of all specialists and preparing all outputs under the TA. In addition, he/she will be specifically responsible for output 3: urban WSS tariffs under the TA, and economic analysis of tranche 1 project under the MFF-IP. The team leader will coordinate PPTA inputs through ADB’s project officer for the PATA.

The team leader will conduct project economic analyses for the tranche 1 project in accordance with ADB’s Guidelines for the Economic Analysis of Projects, Guidelines for economic Analysis of Water Supply Projects, Guidelines for the Financial Governance and Management of Investment Projects Financed by ADB (2002), Economic Analysis in 2002: a Retrospective, and Economic Analysis Retrospective 2003 Update. The team leader will (i) review the methodology for conducting economic evaluation with sensitivity analyses of the tranche 1 project; (ii) review detailed economic project costs and identify all project economic benefits, considering them with and without project scenarios, as well as incremental and non-incremental benefits; (iii) assess financial aspects of the water demand trends, sanitation requirements, drinking water constraints, and growth potential and limitations; (iv) review the financial and economic aspects for the proposed alternative cost-effective technology options; (v) prepare feasibility estimates of the following cost items: civil works; equipment and materials; financial costs during construction; labour resources; maintenance and operation costs; and other costs; and (vi) conduct an economic viability analysis.

General Requirements:

Must have a degree in a relative subject

Good computer skills (MS office)

A minimum of 15 years overall experience and at least 10 years of experience in the water sector

International experience is a must

Very good command of the English language (written and spoken), Knowledge of the Georgian language can be considered as an advantage but not necessary

Regional experience will also be looked at as an advantage
